If we didn't already have Ice Type, would you be trying to tell people it was a dumb idea just because Water "already covers it"?
There is no reason Psychic's cosmic ties can't be divorced from it and branch off into 2 Types, with many previous Psychics now becoming Cosmics. Like with Water and Ice or Ground and Rock, they COULD be one Type but there is plenty of room to make them separate if they so desired. Psychic's thematic ties are so disparate and broad it can be easily argued that a split would be healthy. Cosmic and psychic abilities may be related, but they are not one in the same.

No it's a lot more like how most, but not all, water-dwelling organisms are Water Type. Cosmic is just a name. Their actual defining elemental power would be star power and powers that draw on the celestial bodies or space-time. Yes that is rather esoteric and out-there, but is that not the point?
