What kind of crimes/criminal methods would exist exclusively in the world of Pokémon?

Would insurance fraudsters use fire types to pass off a house fire as a battle accident? Would the police freeze your bank account and your PC access if you were suspicious? Would released felons be allowed to legally own Pokémon?
