I get that they were going for Gen 2 Pokemon being rare/newly discovered, even though they went way too far in certain respects. So giving each Gym Leader a single Gen 2 Pokemon as an ace, but otherwise having their teams consist of Gen 1 Pokemon, seems like a good compromise to me.
