A bunch of electric types are individually bad, but that’s because GameFreak gives them shit movepools, which is why Tapu Koko and Zeraora are great electric types.
Ice, however, hinders (almost) Pokemon that has it. Without HDBs, you can only send in an Ice type a max of 4 times when Stealth Rocks are up, and realistically far less since they only resist Ice. At least Flying is completely immune to one of the best attacking types, Fire is surprisingly good defensively, and Bug resists Fighting. Ice isn’t even the best offensively either, with Dark/Ghost and Ground existing.
The only Pokemon who benefits being part Ice is Calyrex-I, and that’s because its weaknesses and it’s Physical Lugia Bulk give it plenty of opprotunities to activate Weakness Policy. It’s main signature move is also incredibly hard to switch into with so many Dragons in the environment it’s allowed in.
