Why in the First generation based games the music sounds creepy/sad but then in the Second generation based games the music became kind of peaceful?

In the first gen it’s taken over by Team Rocket who killed Marowak and disturbed the spirits in the tower.

In GS the town is peaceful.

Ok after rereading your question I clearly misunderstood lol.
I'm gonna do a full analysis from a music theory point of view of both the RBY and GSC versions of Lavender Town and compare them before this thread dies because I am autistic.

Change in pitch probably, Gen 2’s track as a whole is slightly higher pitched

The entire creepy ghost theme of Lavender town is wiped away in gen 2 with the radio tower replacing the former tower, so it makes sense for the music to sound different.
