Nope. It's Phanpy. I just checked every source but the anime including the Pokedex Pro.

Random and totally incorrect pronunciations of things is a very funny part of childhood. So many pokemon names and stuff from manga I pronounced horribly wrong because I probably looked at the word once very quickly, came up with a way to say it and never really "read" the word again. Like Kecleon I would pronounce "kelly-con" and chidori from naruto I would pronounce "chy-or-itty"

I think it actually is RayQuayza like you say, anon. That's how Pokedex Pro says it, and that makes sense since part of its name supposedly comes from the word "quasar".

I don't know why but I called horsea horse-see-uh for like 20 years
Also pronounce barbaracle as barabacle because I didn't read it correctly at first and it frankly sounds better
Not specifically pokemon but I also keep calling Nobunaga "Nobunga"
