I don't think it was intentionally bad. They mostly made pokemon that filled different rokes than Kanto mons, but that usually meant they were weaker. The new mons are bad, but one of the smaller issues overall.

After making this post I looked at the dex to see
> Green means the pokemon has a use in battle
> Orange means it either serves a purpose (ex: early mons are always weak) or was probably unintentionally weak
