Golems don't have a mind, so, by definition, Pokemon like Claydol or Sigilyph should be the ones with the lowest intelligence. Feel free to trashtalk me, I have very low knowledge on what I'm talking about rn

I think you're right, but I also think these kind of Pokémon have intelligence enough to defend whatever they are protecting.
Fish Pokémon like Magikarp and Feebas are the less intelligent ones (they literally don't know what's happening), following by Slowpoke (just too slow) and the next ones could probably be the some artifact Pokémon like Claydol, Golurk, Unown, Bronzong or Probopass (mystical machines).

On the other hand, we can agree the most intelligent Pokémon are most Psychic-type Pokémon like Mewtwo, Metagross, Alakazam, Hypno, Malamar and the lake trio. Interesting how the most intelligent ones are also the most evil ones in most cases

Idk what would make the artificial/man-made Pokémon “dumb”. Yeah, they arguably don’t have brains, but they probably do have some sort of intelligence (Claydol, Sigilyph and Bronzong are Psychic type for a reason, after all). Their intelligence isn’t low, they just don’t have actual brains

In nature, carnivores and predators are often among the most intelligent species because they have to outsmart and entrap their prey or something like that. I forget the exact explanation it was in a documentary about alien invasions
