Even in low ladder OU, King's Rock Cloyster is on less than 1 in 1000 teams, and that's because it's so unreliable. So it doesn't make sense to specifically come prepared for it and make your team worse against the other 999 in 1000 teams, but you can still get screwed if you're unlucky enough to run into a memer and unlucky enough to get repeated flinches.
And on the memer's side, those are easy wins. Since most people don't want to bother with that shit and just forfeit, or you can get lucky and just win by clicking Shell Smash then clicking multi-hit moves, and ladder with no skill at all.

And second, banning moves with secondary effects entirely just isn't feasible. Moves like Zen Headbutt, Iron Head, and Ice Beam all have annoying secondary RNG effects, but nobody would consider banning them because Pokemon rely on them so much for coverage.
