Yeah Normal has literally one good type combo, that being Ghost/Normal which doesn't even fucking exist. Would be good on an offensive mon though, near perfect coverage STAB and only one weakness.

Steel/Normal isn't bad exactly because of the weakness, but because Normal STAB is fucking worthless if your other STAB isn't something that let's you hit Steel types that Normal can't fuck with. It's just kinda useless, Steel/Normal isn't as bad as Steel/Ice or Steel/Rock but it's still worse than pure Steel.
