Not really. The only instance of it would be Professor Oak randomly coming over and mentioning how far Sinnoh is from Kanto.
Pandering wasn't even an issue until Gen 7 made it a thing to begin with.

Alola started Kanto pandering and Galar continued the trend. It doesn't help that Gen 7 was also the first generation to feature a regional gimmick instead of actually fleshing out the world or characters conventionally; which, again, Galar continued.

Viridian Forest has a different layout. Nowhere does it mention that Santalune Forest is connected to Viridian.
Having a Kanto starter be the choice as the second starter is not pandering, now tell me why they constantly need to reassess Charizard being from Kanto in Gen 7 even though that wasn't the case in Kalos?

Kalos had worldbuilding, the references to other regions were either subtle or plot-relevant.
Alola and Galar reference Kanto for no reason. There is no worldbuilding element to it. Kukui says Lance inspired him to make the League but it would be more fitting for Alder to be the inspiration given the influence the United States had on modernizing Hawaii.

There is no substance to the Kanto references in Gen 7 and 8. They hardly even refer to what Kanto ACTUALLY was, anyway. They just keep throwing the name out there in an attempt to get a reaction out of people.

What Kanto references are even in SwSh besides the Pokémon? The region itself, like most others regions, felt seldom-references which made Galar feel quite isolated

there's a poster that mentions kanto pokemon at the beginning of the game that most players forget about after 10 seconds so that means the game suddenly has more pandering than a game that shoves geodude and zubat in literally every cave
