Let me make this excruciatingly simple for you. If a character says they can do something with no qualifier and it's never contradicted or corrected, they can do it. If a character is said to be able to do something but there's a qualifier like "supposedly" or "rumor" in universe like with Raihan, then they can't do that thing until proven otherwise? You got that? Probably not but anyone above room temperature IQ reading this will get it. I can see I'm talking to an autistic shonenspic brick wall here so I'll leave the thread but before I do I will state one more time, Raihan is never explicitly stated to be able to beat any region's champion and this WILL not change for the time being no matter how many mental gymnastics you peform.
