The only explanation I can think of is that many fossil Pokemon were bred lately and some released into the wild so they wouldn't go extinct again. They're in Galar's Crown Tundra as well.

You know, I have a theory that in the wild, starters don't rach their final forms naturally and that it's only by training under the supervision of a human do they reach their full potential.

To be fair, they can always pull a power of friendship bullshit reason out the ether and show NPC's with fully-evolved ones while none in the wild. I'm only spitballing and as I said, it could well get fucked out the window next trailer.

I'd be okay if they had, say, Hitmonchan and Hitmonlee fighting in a rocky area.

There are wild Torterra in New Snap, and other fully evolved starters as well. It's all the most feral ones while the anthro ones are nowhere to be found, so the theory that the developers may have found animating anthro Pokémon in the wild uncanny could have some legs to stand on.

Bandai have noting to do with Game Freak an9n and Game Freak can easily retcon their game whenever and however they wish.
This is why I ignore spin-offs that don't specifically interact with Game Freak's work - still waiting on the Orre region to get mentioned directly, not some bullshit "very far away region" bit.
