Roost was created specifically so that Charizard’s Stealth Rock Weakness wouldn’t matter.

Stealth Rock was added to make Rock the most crippling weakness.
Rock being a crippling weakness means that Rock weak mons would be used less and therefore Rock coverage would be less valuable, making it so players would almost never use Rock moves.
This lack of Rock moves, of course, benefits Charizard.

Why were Stealth Rocks even created in the first place if they were just gonna give Charizard Roost in the same gen?

Except by the time Charizard has a chance to use Roost, he's either already the active pokemon and rocks are irrelevant or he already switched in and took the damage.
