I sincerely don't know what kind of stats would make it good. I am not much of a competitive player so I am all ears from wiser anons, chikorita was my first ever pokemon as a kid and it is still my favourite decades later.

Hidden Minerals should be nerfed to only do the damage equivalent of two layers of Spikes, without any type-based damage. Though, it still hits Flying-Type Pokemon and Pokemon with Levitate

This makes way too much sense for Game Freak to implement. Aurorus would have three weakness instead of six so this will never happen.

New Move: Shell Shatter
Increases Attack, Special Attack, and Speed to the maximum. Decreases Defense and Special Defense to the minimum. Basically just 6 Shell Smashes in one turn.
That sounds strong, but keep in mind that it's exclusive to Shuckle, and only gives it the equivalent attack and speed as a 109 base Atk and 96 base Spe mon after a Dragon Dance.
And it also works well with Contrary, since that would minimize its offenses and maximize its defenses, making it an insane tank instantly.
And even if suicide lead sticky webs/sneaky pebbles Shuckle doesn't use it, the simple fact that it has it means that it's an immediate threat on the field and opponents can't afford to ignore it and set up, so it indirectly helps that set as well.

Ice doesn't need that many resistances and Grass doesn't need to be worse. Just resisting Ground, Flying and maybe Fairy should be enough.

Anon, Dusknoir learns almost everything you listed already outside of Recover, Drain Punch and Circle Throw. It gets Power-Up Punch, Focus Punch, Counter and Toxic. It also got Poltergeist recently which is ridiculously good for a ghost stab on it.

I always thought I fun gimmick for Forretress or Weezing would be an ability called self destruct sequence which would activate once the Pokemon reaches half health and would act as a free self destruct after the Pokemon's next turn allowing you to increase attack or set up spikes before blowing up

The whole point of Ice is to be a glass cannon type. It needs a couple more resistances of course, but six resistances? Really?

What it needs is for Water-types to not be able to use their moves better than them, for Freeze to be reworked into a usable status, and light defensive buffs. Make it resist Flying and Ground, Water at a stretch but the physics don’t play out there. Also big yes to a Hail defence buff.

Freeze should be a Special Attack lowering counterpart to Burn (DOT) or Paralysis (may prevent the user from moving, but drops Sp. Attack rather than Speed) rather than just RNG-dependant Mega Sleep
