Ghost types are now immune to hail
Non-ice types get slush rush and other hail-based abilities

Hail teams are already useless.
The reason why sand teams work is because there's 3 types immune to sandstorm and sand rush is distributed to mons outside of those types.

Just make Hail damage Pokemon based on their weakness to Ice so Hail works kinda like an end of turn Ice Stealth Rocks
x4 lose 1/8th per turn
x2 lose 1/12th
x1 lose 1/16th
x0.50 lose 1/20th
x0.25 lose 1/24th
Grass Types should already passively get a buff from Sun and Rain and a nerf from Sand and Hail but thats another topic

Why though? If anything ghost has a better reason to be immune to poison (status) than steel, but hail seems like a stretch. The types that should be immune to hail should be water and steel, but then again, who on their right mind would buff any of those

Because ghosts are intangible and otherworldly so weather effects should have no effect on them
Though if you take this literally they would also be immune to sandstorm which would be another big buff

If sand can work for sand rushers such as stoutland and dracozolt, hail should work to similar success with non-ice slush rushers. Problem is it's harder to put that ability on (good) non-ices than it is to put swift swim and sand rush on non-waters or non-ground/rock/steels. It's similarto chlorophyll in that regard, where naming kind of implies a default typing. The only non-ices that I think could get slush rush are stantler, suicune, wailord and surskit. Maybe absol and empoleon too if they had available ability slots.
