Venusaur's flower takes such a precedence over the rest of its body that it still warrants the primary plant typing. Meganium is demonstrably a single plant flower in the shape of a dinosaur, its neck and head comprising the stamen while its body is the trunk and roots. Tropius has an almost identical biology.
