Dragon is pretty crappy matchup-wise, so they need higher BST's to make up for it.

No. Most pokemon with ice beam are not ice types usually only have it as coverage, (no stab bonus) and these pokemon don't even have spA evs most of the time because they are cancer stall

So no, garchomp doesn't die in most cases

Skarmory is good because it has roost and a support moveset that revolves around spike damage and toxic damage and phasing. Empoleon has a better typing and would be a better special wall but it is not good because it doesnt have roost and it has a support moveset limited to defog and scald with no phasing or spikes. In this case it is not strictly offensive STAB, but the raw power of the best moves is still the factor.

Thing is spamming dragon stab is trash because good fairies are common in comp. You can get away with dark/ghost spam because those are way better offensive types but dragon is unimpressive in general.
