Powercreep started in gen 3 when they introduced elder God beings that have existed for millenia and could control the elements
Before then the strongest were Mewtwo, an artificial creature, and Lugia and Ho-Oh which were illusive creatures that you could argue weren't stronger than Mewtwo. Mewtwo matters as a measuring stick because he was specifically created to be the strongest Pokémon.
Gen 4 really turned shit up to 11 though

Gen 4 didn’t really have a power creep, I think the physical/special split had more of an impact. Gen 5, and especially 6, is really where we see power creep due to min-maxing and Mega Evolutions running around.

Lugia is literally so powerful that it chooses to live at the bottom of the sea so that it doesn't destroy everything around it.

That's definitely more destructive than Mewtwo, and about on par with Groudon and Kyogre causing a global drought/flood.

That's not all that different from Mewtwo hiding away in Cerulean Cave.

The weather trio are different because we actually see the consequences of their power and they wield power on a global scale. Mewtwo, Lugia and Ho-Oh by comparison are puny.
