The guy straight up admits to your face he's shit at battling and he's out to have fun; he admires your talent but he's happy to just do things his way. Could his team have been better and still keep with his theme, yes, hell his Crawdaunt could've been a DD sweeper if they'd wanted it to be but at the end of the day the guy just likes dance moves and he just wants to use dance moves. He will spend most of his time, even in the Mansion, using those dance moves. He earnestly couldn't give a shit what anyone else thinks of him, he just has fun the way he has fun, and for a side rival who fights you only a few times it's harmless. He's the weakest of the friend group and he knows it, and he doesn't even mind. Why do you? Because he should've put up a fight or something? It was the point of his character.
I understand that most important NPCs should have good teams, Lysandre and Serena/Calem had a garbage final team especially and are total jokes to fight, but Tierno was never supposed to be a serious challenge for you and it's well established by the time you get to that third fight with him that he's terrible at battle and doesn't really mind. I don't think he's really so bad compared to the other examples in this thread, where the opponent WAS meant to be a serious and intimidating battle and still ended up a fucking joke.
