There has to be a balance, such as only climactic moments with a large impact. That is the right way to do cutscenes in a game. Otherwise, you're not considered a player, but a spectator.
Someone correct me, but Unova did exactly this. Cutscenes did not happen that often, but I personally think there was the right amount.
I wouldn't say it was off the rails, it's just that graphics before this point didn't allow for many cutscenes, and so when Unova's good cutscenes happened, the devs got carried away.
Every little thing is now a cutscene. That is the problem. They stopped reserving cutscenes for the important moments.
