Flareon has to roll for a 2HKO (more likely 3HKO) at best, or deal with a straight 3HKO at worst. Meanwhile Togekiss gets five 60% Flinch Chances to keep it from doing jack shit. This is still it's best case scenerio; if Togekiss had a nasty plot up earlier it gets even fewer chances to roll the dice and hope it wins against all of the odds stacked against it.
And again against literally anything with Psyshock or a single physical attack this thing is going to die painfully, and against anything with a boosting move it will most likely be a gigantic loadstone who is abused for set up bait.
This set is a joke. Genuinely. It will cost you many victories if you try to use it. Unviable is putting it mildly.
Oh and since other anon is absent I went ahead and did the work of calcing his mediocre Chande set for him.
After it tricks the Scarf onto Flareon, you can only kill it in three hits, and Chandelure has a whopping 1% chance to 2HKO but will probably 3HKO. If Chandelure doesn't trick, it 4HKO's and Flareon 2HKOs.
You'd think "well shit my Flareon can 1v1 a 7.5/10 Chandelure set! Surely I've won this argument!" Ah, not so fast my little anon. Because now Flareon has been completely crippled by the Choice Scarf. It's lost it's sp.def boosts, gained a boost to speed it can't even use and is now locked into a single attack that it's still weak with.
Effectively, Chandlure just switches out at this point and Flareon becomes an even bigger piece of set-up fodder.
