The place for Pokemon that have been so neglected by Game Freak that they aren't even good enough for PU (the lowest actual tier), so they'd end up as untiered (ZU), the lowest dishonor for a fully-evolved Pokemon.

That's the point, it doesn't rank high (or at all) anymore and has not been for a long time. It only ever did when the game was new and people did not know how to counter it.

It wasn't ranked high even when it was it was used. Ranking doesn't have much relevance to how viable you can make a Pokemon. There have been people who peaked Smogshit ladders with fucking Slaking and Arctozolt before. If you played the game you would understand this.

Not really. If you build around a Pokemon you can make it consistently good regardless of ranking. If you played the game you would understand this.

It does amazingly well in VGC.
Because slow means it's good in trick room, bulky means it can take super effective hits when dynamaxed, and ice means it has plenty of weaknesses to activate its weakness policy.
Let's not forget how to win in a dynamax meta.

If you are building around a niche/bad Pokemon you are most likely matchup fishing because you require a gimmicky or specific build to support it (Trick Room is an infamous example). If you build around a niche Pokémon and your team is not matchup fishing you have effecfively captured lightning in a bottle and probably discovered something that does actually have a preciously unexplored metagame presence and therefore should see more usage in the future as a result.
