It clearly wasn’t an explicit theme they were going for since they they didn’t do this for any other type if they had enough Pokémon to fill it, and they knew for a fact Platinum was on the way that could fill in those gaps. In fact given the amount of crossgen Pokémon that would later be on Candice, Volkner, and Flint’s teams, they likely planned out exactly what their teams would be, then when they excluded those Pokémon from DP’s dex, had to just fill it in with whatever else they could. It wasn’t them trying to branch out and try new things, it was them working on limitations of the dex they created and was subsequently “fixed” in Platinum.
I, personally, would like to see less Monotype leaders and trainers. But it’s also dumb to refer to Flint as a fire specialist with only two Fire-types on his team.
