>>47014104I work in manufacturing and we have a very worldwide abrasive product, I am not an expert but you could probably take a really high grit autobody sandpaper kit and work down the scratches to a 'mirror' finish at 1000+ grit. Probably want to pick up some cheap carts and practice though a few times to see if results pan out. The problem is you will definitely lose that texture mold finish on the top half when you do so, as well as potentially wear the text down. Might start to look like a bootleg.
Also similar to disc scratches, a very very light application of a an epoxy that is colored to the cartridge well might work for you. (and then attempting a sand method to remove excess.) Dying the color right would be a challenge.
The more that I think about it the more I am also thinking with very careful cover work you actual could sand the textured portions down to the correct texture with the right grit but it would almost be microscope work.
