There's 33 GMax forms if you don't want to count them as separate mons, so that's 644.
There's 50 Megas (and primals) if you don't want to count those, so that's 594.
There's 145 legendaries/mythicals/UB's (36 of which are just Arceus/Silvally formes), which don't really need to be balanced with the regular mons, so that's only 449.
That makes the number a lot more reasonable. Only about half of the total dex, and that's with formes included as separate mons.
