In USUM, Granbull may have been untiered but the Smogon analyses outright state it is mediocre but not terrible in PU and ZU. Granbull was ruined by its Gen 2 stat spread. Everything else about it - typing, abilities, and movepool - are extremely good. It is not like Ledian, where they outright tell you to not use it.
