I don't think Pokemon naturally can read the human languages, however they do seem to naturally understand human speech...despite the fact that the dex says some specific pokemon have that ability. Personally, I like the idea that these creatures can understand us naturally, they shouldn't be able to read, write, or speak like a human unless they actually practice and learn how to however.
