The girl could be quite a few people if we're going by hairstyle, but being an anime-original seems more likely if we assume the Jigglypuff is hers. That pokemon below Bea could also be a Clefairy or Alolan Vulpix, in which case it would match Lillie a little more. However, being in Hyper Class seems a bit out of character for Lillie, especially given her performance at the Alola League. Not knowing the bottom pokemon makes this the most difficult.
My guess for the spiky guy in the middle is Lt. Surge, as it would explain why they went with an original character for his gym and that Surge was out ranking up in the world championships. Plus, Pikachu gets some kind of rivalry in basically every season and it seems likely that Lt. Surge will be pikachu's rival this series.
