I you ask me, Chikorita would be a guaranteed pick for me if one turned out to be shiny and the other two weren't, especially with the pre-Gen 6 shiny odds being 1/8192. Bonus points if female for the sole purpose of being ludicrously rare since starters have a lopsided male-biased gender ratio.
