You can find Bronzor at the same time as Chingling. There's no reason to use Chingling unless you just feel like it.

Because Pokemon is still a catching game and some pokemon are just made to be dex filler, so they player have to look everywhere to complete the dex.
But yeah, 2% without swarms is annoying as fuck. IIRC no trainer ingame uses it, so if you're going blind you will not even know it exists.

Chimecho is interesting enough, but it baffles me that they went and added in Chingling. Of all the prevos added in Gen 4, I just don't see any justification for Chingling existing. Budew is nearly as bad, too.

It was supposed to be a late game/maybe mythical mon, and as such it was going to be way stronger. Evidencie of this are its internal ID number (along Jirachi and Deoxys) and it's development that hints weakening it and implementing its encounter that way were decided late during RS development
It still served as a cute and rare dex filler tho

I remember as a kid before everything was leaked and you knew most of the game before it came out. A buddy of mine and I freaked when I ran into it. It was just cool to see a more secretive pokemon, even if it wasn't very useful in game. That feeling is why I'll always think of 3rd gen is best gen.

Emerald has a lot of dex filler that's stupidly high rarity for no real reason. Just like Chimecho, Skitty only has a 2% encounter rate and is only available on one route, and Seedot has a 1% encounter rate unless you're playing Ruby.
