You see, Zelda and WoW are things that are actually liked and HAVE a public image to maintain and sustain. I mean, WoW is in the process of finally losing its good faith, but, for the timeframe you're talking about it did. The Pokemon anime has been shit ever since Shudo left, and even then, only because he squeezed every drop of soul out of the hollow advertisement disguised as a cartoon that was possible, going so far as to fucking sneak out the only good piece of viewing media the series has ever seen, the first movie, because the rest of the anime production crew was distracted with the fucking Porygon incident. Nobody is going to come back to the pokemon anime to debate the quality or daringness of the presentation of its corpse post fucking 2000 except the very autists who complain about it today, because it is lowest common denominator, derivative shit that blatantly exists only as an advertising arm for brainwashing small children into pestering their parents into buying shit. At least WoW was a fucking innovator in this field.
The only thing that can be said for certain is that a low-effort advertisement got its production cost reduced even further, and enough people are brainwashed hard enough that they don't even need to explain it, because people will happily explain it for them, for free. This was not a decision about image, this was not a bold expression of artistic intent, this was cost cutting by simplifying shit so they could outsource to even less skilled animators for even less money.
