How come Scald gets to be a 80 power move with a 30% chance to burn while Dragon Breath has a 30% chance to paralyze but only 60 power?

Think about it Dragon Pulse was nerfed to 90 to 85 with no added effect same with Drago Meter 140 to 130
While Moonblast is a 95 with a 30% of lowering Special Attk

Assuming that OP isn’t complete insane, I think the idea was to nerf Scald (though keep it 65 BP just in case Game Freak tries to be clever and introduce a Technician mon with Scald the same Gen it finally gets nerfed.)

Which is the better type? Water or dragon? I don't think either is the best in the game but they're definitely up there, most likely top 3, but I don't really know which one I would say is better
