They don't have infinite money - Nintendo pays their game budget, their TPC and game profits are there to give their staff a decidedly better work/life balance, along with a much more European work culture, with regards to time off, weekend work, public holidays and personal holiday time off. While every other game studio is crunching over Golden Week, Game Freak are sitting with their families enjoying their week off. And Nintendo won't let them delay if it's over something piddly like not getting Blitzle ready for the game, they likely know the numbers better than Game Freak and would say the unpopular shitmon doesn't need to be included to further the aims of the brand.
