Also, too bad the player DOES get access to TMs, or else you'd have an actual point. As is, however, the player gets access to the tools necessary to patch these holes (especially since most Gen 1 pokemon had utterly retarded learnsets for some reason), while the AI does not, outside of Gym Leader using the TM they'll give you after the battle on their ace Pokemon (which often doesn't help them much anyways).
