They could just take points of its attack and split them between defence and special defence. It's got decent moves and enough special attack that it would at least be usable.

Good changes, but Pokemon stats need to be fully redone from the ground up, all generation, all pokemon. There are 25 years, 8 generations, and major gameplay changes between the pokemon so a redoing of all stats and sets would really help not only the meta but the games themselves.
