It's mainly cause it's stuck with the same uninteresting Flying/Dragon combination several other dragons have.

Dex entries also describe it as a rather violent and ruthless Pokemon that lurks through the dark much like with Hydreigon.

Stunfisk, and the inkay and tynamo lines are good examples of not needing to be water type, they live in water but stunfisk and inkay have more fitting dual typings omitting water, and tynamo doesn't have any aspects of water type other than living there.

Grapploct on the other hand is monotype, lives in water, learns water type moves, is based off an aquatic animal, and is in the water egg group.

Dragon/Water makes the most sense. It's Psychic typing was only ever assigned because Gamefreak thought Psychic was the "Legendary" type, and Dragon was the other major endgame type. It needs the Water type since it's associated with Water.

I'll never get over how the testers of Gold and Silver also thought Lugia's typing was retarded.

No, it's not even imitating a bug. It's names, theme, and design have nothing to do with a caterpillar or imitation. They don't even combine; it's just a line of troops. If they were meant to be mimicking a bug, they wouldn't have alternate formations, such as the circle or the V-shape that constantly break that illusion.

It’s not like the others at all. Its dex entries talk about plant/flower magic, controlling plants/flowers, how it’s become one with its flower, etc. it should 100% be Fairy/Grass in its final stage.

Agreed, but also, Ho-oh should be Psychic/Fire. I’m tired of it being barely anything better than a Moltres clone. And Psychic/Fire would create a cooler contrast with Lugia’s Dragon/Water, if these types were implemented. Then, when abilities arrive in Gen 3, just give them both Levitate instead of Pressure. Perfection.

This one's more debatable than changing Lugia to Dragon but I agree that Ho-Oh's Fire/Flying typing has always been problematic. It's a very weird change but it's only about as weird as Lugia being Psychic, and if Gamefreak's justification for Lugia was that Psychic was the "Legendary Type" then I don't think assigning it to a Phoenix would be far out.

Problem is that typings in the early days were a lot more descriptive than thematic, so the Bird that's on Fire becomes Fire/Flying. It's why Lugia always stood out so strongly- it's a Dragon that lives in the Water yet is Psychic/Flying.

Though it does raise the problem that we'd be changing Lugia's typing to make it make sense and making Ho-Oh's more weird. Maybe the solution would have been just to give Ho-Oh the Psychic/Flying type.
