I do agree Fighting makes the most sense, and hasn't even been paired with Water all that often for that matter, either.
Emboar should've been Fire/Steel with more of a Chinese pottery aesthetic, similar to Bronzong. Really so much potential was wasted on Unova's starters, and it's the main reason I still seethe about it an entire decade later.
