Did they ever explain why his staff had the same pattern as Kyogre's body?

It honestly felt like such a weird design choice for this character that they never brought back.

I always thought the frontier brains were scrapped gym leader designs, and that he was probably meant to be Sootopolis's since there's the cave of origin and shit, that would explain why he has a groudon and kyogre motif in his outfit.

Maybe he's a priest of some kind? Weather trio isn't arceus or creation trio level, but even lesser legends/mythicals like Celebi, or even normal mons like Volcarona are known to be venerated to some degree, so Kyogre being and object of worship isn't that farfetched
