Lopunny learns Return by level 13(or on evo in gen 7) whereas Buneary learns Frustration at level 13.
By level 13 this means the Pokemon is grateful for evolving into a Lopunny and would like to return it's appreciation for the trainer. If it's still a Buneary by level 13 then it learns Frustration, meaning it is frustrated with it's trainer because it hasn't evolved yet.
Rabbits in real life are very affectionate and also horny creatures and it's designers went onto do things such as giving Lopunny a cry ingame that sounds similar to that of a cat whistle or cat call and it conveniently made it's debut in the gen that mentions marriage between humans and Pokemon in the past.
Another fun little quip is that Flint is the fire-type specialist though he has a Lopunny on his team, perhaps a pun calling Lopunny hot.
