Dark-types are called Evil-type in Japanese.
They are also used almost exclusively by TR members in Johto.
TR is originally from Kanto and it makes sense that their "Evil" Pokemon would be caught in their region of origin. It also kinda makes sense with Tajiri's disdain for industralization and Tradition vs Modernity theme between Johto and Kanto.
Even Umbreon, the only Dark-type that can be easily found in Johto, is originally a Kanto Pokemon.
