Ash's Donphan used to know Earthquake as a Phanpy though, it just appeared as a generic shockwave traveling across the ground. Tauros used Fissure as well, which created an actual fissure on the ground.
The problem is that Torterra simply wasn't allowed to use Earthquake at that time.

Earthquake, Fissure and Magnitude were banned with that Whiscash episode. I guess Earth Power got lucky becuase it didn't exist back then so it wasn't forced to be banned.

Ash never trained with it enough for it to adapt to losing its super speed that it had as a Turtwig. When it was a Grotle, he only trained it to adapt to it’s new size, rather than improve its set battle style with the bigger size.

If Ash would have come up with ways for Torterra to at least land moves in rapid succession by using the speed of most attacking Grass-type moves, it would have turned out better. Instead, Torterra was too slow to do any good.

Bulky, slow mons just weren't a good match for Ash's training and battling style. Had Bulbasaur evolved, I think it might have suffered the same fate.

this is pretty much it, Ash almost always tends towards the fast, agile Pokemon, with I guess Kingler and Snorlax being the exception (although that was before EVERY generation's shillmon became a blaziken/sceptile clone)

if they actually addressed that in the show and he ended up trading Torterra to someone who could actually utilise it, it might have been cool
but nah he just jobbed to make Infernape look better
