What are some ACTUAL pokemon that have been OU or above (not Perma-Ubers, mind) for every generation, or at least every generation since they were introduced?

And I'm not sure gen 5 or above has the history to really be significant there.
Honorable mentions would be Scizor, Gengar, Starmie, Alakazam, Salamence, Rotom (Wash specifically), and Lati@s. Bronzong maybe? Maybe Jirachi? Maybe gyarados?
