An quiz for the Hoopa movie asked how old Ash is, and the answer was 10. In an interview for the Volcanion movie, Rica Matsmoto (Ash's voice actress) said that he's 10. The SM anime website listed his age as 10. The anime's producer said he's eternally 10 in an interview leading up to the 20th movie. And the Journeys anime site also says he's 10.

That only applies to Pokemon, and evolution is a completely separate process from aging. Humans and Pokemon both still age like animas. There was this old Treecko in the group that Ash's Sceptile came from.

A huge example is ditto face. Duplica's ditto was supposed to have problems making faces which got fixed by the end of the episode, yet now there's variants everywhere with that face.

If they need to make it clear a character and/or their Pokémon have been through a lot, the Pokémon will be old.
