But honestly it would be better to just give all pokemon a gender and use normal pronouns, because some languages WILL use pronouns anyway and the pronouns will depend on the spelling of a pokemon name which will only cause confusion.

This is a style manual they put out during Pokemon Black and White for 3rd party licensors. They didn't want them gendering any Pokemon owned by a certain trainer.

TPC is very peculiar on how 3rd can handle Pokemon. They don't want 3rd parties portraying Pokemon doing human activities like wearing clothes or playing sports. The makers of Detective Pikachu cut Sawk out of the movie because they were told his "clothes" is his skin and they couldn't find a texture that would look right.

They still refer to all Pokemon as it in-game. Even all female species in the Pokedex, the only one I can recall is mega kangaskhan where they refer to her as a "her" instead of "it".
