Cleffa can be found fairly early on in Mt Coronet in Gen 4
Pichu is found on the very first route in the Gen 7 games and probably in a couple other areas
Igglybuff is the least distributed of the three but you can also get it in early Alola
That said, Clefairy and arguably Pikachu are the only ones of those three that are difficult to find
Magmar, Electabuzz, the Hitmons, Lucario, Chansey, Sudowoodo, Mr. Mime, and Snorlax all range from super rare to way too good to be made available in the early game
>>47118982Yes but usually when you catch them, you're still at the level where you're mainly fighting first stage Pokemon, anyway, the only time where they're almost unusably weak is in Gen 2 when you likely hatch Togepi once you get to Azalea, where the only Pokemon you'll be fighting are early game "walls" like slowpoke, team rocket's faster zubats and ratattas, and Bugsy's cocoons and scyther.
In Crystal you'll probably hatch your random day care egg before you fight whitney, which is also a challenge because whitey herself is a challenge to anyone without a Gastly or Geodude.
