Are there any good HGSS rom hacks that just add some more pokemon, general content, and maybe make it a bit harder?

Depends on what you mean by more pokemon. If you mean just expanding the dex to the full 493 of gen 4, then drayano's hacks (sacred gold/storm silver) are exactly what you're looking for. If you mean adding new pokemon that didn't exist in gen 4's code, I think you're out of luck.

I believe there's a romhack being worked on right now that adds new pokemon to gen 4 but iirc its platinum, perhaps one day it'll happen to hgss too. Other than that, there's a drayano hack being worked on but he hasn't been active since like february. You could just play his old has sacred gold/storm silver I guess
