In that one star example, the Pidgeot isn't the focus of that request shot, but the Magikarp. The Pidgeot is just "in flight", which is the most common pose and likely would not have fulfilled the request and I'd probably have ragequit if I wasn't just returning for a better shot because it was a bitch and a half to time right.

The four star Pidgeot example is also a request, and as such you gotta do some shit to see it.
Stars probably weren't the best shape to use to designate categories, but it's just one of several questionable UI decisions in the game.
