The original plan was that it contained Celebi and it would be a companion of the group for a good chunk of Johto, but executive meddling and conflicts with M04 also starring Celebi to a major degree forced them to drop it entirely. Even though, you know, they've been planning the GS Ball's payoff since the end of the Indigo League.
It's also exactly why Johto is infested with dull plots and filler out the ass, because they had to completely drop the Celebi plans and hastily fill in the new blanks.
As such, to this day, Kurt is still presumably trying to figure out how to open the GS Ball.
