Because all the moves Physical Attackers could possibly want are given out for free and the only physical attackers that don't have good coverage or boosting options are the ones Game Freak actively hates.

Meanwhile Special attackers are stuck with STAB and Pic-rel if they're lucky (unless they're from KANTOOO). They also have to deal with the Great Wall of Chanc/Bliss, Assault Vest and Snarl.

Literally the only Kanto Physical Attacker with a terrible move pool is Flareon. Even most special attackers have useable coverage with the only exception being Electrode.

All of these have just awful movepools, and those are just the ones with more specially-oriented stats.

It's because both offensive stats were never meant to be equal. Physical attackers had Earthquake, but that move was completely ineffective against a single type. Special attackers had moves that were only 5bp weaker, but had secondary effects. They also had low-accuracy moves that were even more powerful.
